Nr. 340 of the 25th July, 1876.

Par. III.

The power to order

flogging with

the rattan should not be entirely taken

away from the Superintendent. It should be left to his discretion to order either the

birch or the rattan.

The weight of the rattan to be used should be reduced from 4½ oz to

3½ oz.

The birch should be used in

all cases in which the Medical Officer considers the rattan to be too heavy

an instrument.

The birch only should be used

in the case of juveniles.
